Mangrove kapalit ng kontrata; mandatory na pagtatanim ng mangrove kapalit ng permit at kontrata ipatutupad na ng PPA
Ipatutupad na ng Philippine Ports Authority (PPA) ang mandatory na pagtatanim ng mangrove at iba pang uri ng puno para sa bawat PPA contract at permit na inilalabas nito.
Magiging epektibo ito sa Febaruary 2, 2021, labinglimang araw matapos maisapubliko ang Administrative Order ni PPA General Manager Jay Daniel Santiago.
Sa ilalim ng naturang AO, obligado ang mga aplikante ng kontrta, accreditations at permits, na magtanim ng 1,000 seedlings ng mangroves sa kanilang business locations sa pakikipag-ugnayan sa local office ng Department of Environment and Natural Resources (DENR).
“All grantees or persons or entities applying with the PPA for the issuance of accreditation certificate, certificate of registration (COR), appointment and authorization, including those awarded with contracts for the provision of services in the ports are subject to the condition that the applicant/grantee shall plant trees and/or mangroves,” ayon kay Santiago.
Ayon kay Santiago, kontribusyon ito ng PPA sa hakbang ng bansa upang malabanan ang epekto ng climate change.
Matapos mai-isyu ang dokumento, kailangang makasunod ang mga aplikante sa requirements ng pagtatanim ng puno.
Kung hindi makasusunod sa requirements, sinabi ni Santiago na maaring kanselahin ang accreditation, permit to operate, Certificate of Registration, appointment, contract, o hindi na ito mapayagang makapag-renew.
Maliban sa 1,000 seedlings na dapat itanim, nakasaad din sa PPA Administrative Order 14-2020 na ang mga port service providers ay dapat magtanim ng sumusunod na bilang ng seedlings:
Port Terminal Operator – 100,000
Cargo Handling Operator – 50,000
Passenger Terminal Bldg. Operator – 50,000
Roll On Roll Off Operator – 25,000
Private Port Operator – 500,000
Harbor Pilot – 10,000
The order also provides that contractors of the agency for the supply of goods and services, shall be required to plant at least 1,000 seedlings for contracts amounting to P5 million and another 1,000 seedlings for every additional P5 million contract amount or fraction thereof.
Ang mga applicant o grantee ay dapat makipag-ugnayan sa DENR para sa uri ng seedlings na kanilang itatanim depende sa kanilang lokasyon at kung saan dapat magtanim. (D. Cargullo)
